Among them was Service Employees International Union Local 721, which just won seven raises over a five-year span — an increase of more than 24% once compounding is factored in. Once council members approved the LAPD raises, they had an obligation to strike similar deals with other employee unions, Soto-MartÃnez said. “If there ends up being distress for multi-family [buildings], it’s a way to keep as much housing as they can,” he said. An estimate for the unfinished building came in at $850 million, she said, and it would probably have to be torn down. Bass has said that she initially expected Inside Safe participants to spend three to six months in temporary housing, only to realize that, for many, those stays would last one to two years because of a dearth of affordable housing. Bass’ signature homelessness program, Inside Safe, has cleared some encampments and moved some unhoused Angelenos into hotel and motel rooms.

This year, the police union put about $164,000 of its own money into an unsuccessful campaign to oust Raman from a district stretching from Silver Lake to the San Fernando Valley.
L.A. City Council, weighing cuts in vacant city jobs, gives workers 5 years of raises
But this time around, the three council members, who make up the body’s superprogressive bloc, did not voice cost concerns. Bass, looking to beef up recruitment at the Los Angeles Police Department, negotiated a package of pay increases that’s expected to consume an extra $1 billion over four years. At a news conference outside City Hall, Councilmembers Nithya Raman, Eunisses Hernandez and Hugo Soto-MartÃnez described the deal as financially risky, warning that it would threaten other city services.
Other philanthropic groups are already tapping wealthy donors to help with homelessness, among them the Mayor’s Fund, a separate nonprofit affiliated with Bass that focuses on preventing people from falling into homelessness. HACLA Chief Executive Douglas Guthrie said that the authority is close to purchasing buildings using LA4LA financing and anticipates closing on new apartment units by early fall. Sarah Kirsch, managing director of affordable housing funds at the Community Foundation for Greater Atlanta, said that one of the funds offers investors a 3% return. LA4LA is modeled after a similar program in Atlanta that has raised $150 million from philanthropic groups, corporations and individuals. The program provides loans and grants to developers of mixed-income housing that includes affordable units.

The police contract covers nearly 9,000 officers and is expected to add about $384 million to the city’s annual budget in its final year. For example, 12 strong, extreme or exceptional atmospheric river storms hit California between October 2022 and March 2023. In California specifically, 44 atmospheric rivers made landfall from October through March, up from 31 during last year’s rainy season, said Chad Hecht, a center meteorologist. Although few people had even heard of atmospheric rivers just a couple of decades ago, research into the mammoth vapor trails has proved critical to California water planning and public safety.

Raman assailed the union’s spending, saying she was being targeted her over her vote against the police raises. When Los Angeles Mayor Karen Bass struck a salary deal last year with the union that represents police officers, her strategy quickly drew dire warnings from the City Council’s left flank. Stuart Waldman, president of the Valley Industry and Commerce Assn., said he expects the business community to give to LA4LA. Vacancy rates are rising in the luxury apartment market in Los Angeles County, and it’s taking longer to lease those units, according to CoStar data. Jay Lybik, national director of multifamily analytics at CoStar, a commercial real estate data provider, said LA4LA’s model makes “complete sense” in light of concerns about the multi-unit housing market. “We are raising more money privately and publicly, we’re assisting more people, yet there are more people falling into homelessness, and that becomes deflating,” Klasky-Gamer said.

We are good at listening, and have the experience to be great at advising. But just as in New York, Pennsylvania and Montana, a California green amendment could be used to hold state officials accountable for their decisions, from legislation and permitting to the enforcement of existing environmental laws. California may be a leader in the fight against climate change, but the state is years, even decades, behind other states when it comes to granting environmental rights to its citizens. On Wednesday, the council voted on another set of raises, this time for civilian city employee unions. Those increases are expected to consume an extra $3.5 billion over five years.
We pride ourselves on going above and beyond expectations with responsive design solutions discovered through the significant relationships we build with our clients. A green amendment would not establish any new right for individuals to sue businesses for environmental violations. While a handful of other state constitutions, including those of New York and Pennsylvania, declare the people’s rights to clean air, water and a healthy environment, California’s does not. Hernandez, for her part, acknowledged that the city is facing “a tough budget season.” But she put the blame for any bumpiness on raises for police, not those for other city workers. Over the last decade, voters have approved Proposition HHH to build homeless housing, Measure H to deliver homeless services and Measure ULA to keep people from slipping into homelessness.
Stephanie Klasky-Gamer, president and CEO of LA Family Housing, a homeless services provider and affordable housing developer, also courts donors. Los Angeles has always been a city of extremes, but the homelessness crisis is exposing the divide between rich and poor in startling ways. But, he noted that climate change is still expected to further stretch those natural extremes. Even with many water measurements pointing to an overall average water year thus far, federal officials recently issued a major disaster declaration for nine counties after the deadly February atmospheric river storms.
